May. 1951 DESCRIPTION OF WORKS The work consists of the construction of the necessary sub-structures and underbuildings, including Boiler Chamber and pipe ducts, in connection with the proposed New Church. The underbuildings, approximate size on plan 181'0" long x 84'0" wide will be carried up to over damp proof course level and will finish at varying levels of future floor slab, and these works will comprise the full extent of this Contract. The site of the proposed works is an area of relatively level open ground immediately behind the present Monastery buildings, which are approached by a private driveway one mile in length from the village of Murroe which is approximately twelve (12) miles from Limerick City centre. NOTE Contractors should note the presence of a suitable sand pit within the confines of the grounds and about half a mile distance from the site and which, if required, will be available to them free of charge. The Contractor will be required to provide for all getting out of sand, transport to site and for necessary screening and washing. - 1 - --- Page 3 --- SCOPE OF SCHEDULE The Quantities in this Schedule are to be regarded as approximate only and the work actually executed will be measured during progress and adjusted in the rates set out therein, or where these do not apply, at rates analogous thereto. The Contractor must complete the "Basic Rates" Section at the end of this Schedule which is an integral part thereof. NOTE Copies of the Drawings may be viewed at the offices of the Architect or Quantity Surveyor. CONDITIONS OF CONTRACT The Conditions of Contract shall be those issued under the sanction of the Royal Institute of Architects of Ireland. GENERAL CLAUSES Commencement of Work. Contractors should note that commencement of the works will be a matter of the greatest urgency. The successful Contractor will be notified immediately after full examination of Tenders received and subject to the checking of his priced Schedule and he will be required to enter on the site in sufficient time so as to co-operate with the Benedictine Fathers in having the first sod cut on Saturday 26th May next. Measurements. All measurements herein, unless otherwise specially mentioned, are the NETT measurements of the items described when finished and in the works. In pricing items Contractors must make such allowances as they may think fit to cover any necessary waste or laps, etc. Contractors are advised to read carefully all the General Items. All items in this Schedule must be priced, extended and totalled IN INK in detail. Any items left unpriced shall be held to be included in the prices given for other items of the work. - 2 - --- Page 4 --- Conditions of Contract. In the following General Conditions and Preliminaries where reference is made by Heading and Clause Number, these refer to the Conditions of Contract as sanctioned by the Royal Institute of Architects of Ireland in agreement with the Federation of Builders, Contractors and Allied Employers of Ireland. Contractors tendering will be deemed to have examined these Conditions and to have priced the items in accordance with same. Where references are made in the Conditions of Contract to unstated figures, etc. that are to be filled in in the Appendix thereto, these will be settled by agreement after the receipt of Tenders. Only those items which might normally be expected to be priced are included hereunder but Contractors will be deemed to have included all the Conditions in the Contract Document. Tenders. The lowest or any tender will not necessarily be accepted. No Contractor will be remunerated for any trouble or expense he may have incurred in making up his tender. Quality of Work. It is to be distinctly understood that the best work of the kind specified will be insisted on throughout and that all horizontal and vertical lines and plane surfaces shall be worked quite true. All the work shall be executed in strict accordance with the Plans and Specification in a substantial and workmanlike manner and with materials of the best quality to the satisfaction of the Architect. The Architect shall have power to call upon the Contractor to furnish vouchers or to open up the work for inspection to prove that the materials and work are as specified and the Architect's decision in all matters as to the quality of materials or work or the true intent or meaning of the Drawings and Specification shall be final and binding. Examine Plans and Specification. The Contractor will be held to have satisfied himself by a careful examination of the Plans and Specification and an inspection of the site as to the amount of work to be executed, including all items reasonably and obviously to be inferred as necessary as the Contract is for fully completed works, fully adapted for their purpose in strict accordance with the true intent and meaning of the Drawings and Specification and no extra payment on such items beyond the Contract sum will be allowed. Schedule of Quantities. Contractor's priced Schedule of Quantities must be lodged with estimate but under separate cover sealed and marked "Priced Schedule of Quantities". The prices in same shall be the basis of all prices of work as executed. --- Page 5 --- Dimensions. Figured dimensions are to be taken in preference to measurements by scale and working or detailed Drawings in preference to small Drawings differing from them. Subletting. No work shall be sublet without the consent of the Architect given in writing and the parties appointed to do the same are to be subject to his approval and the Contractor is to be held responsible for the proper execution of the works so sublet. P.C. Sums and Provisional Amounts. All the P.C. sums and Provisional Amounts whether in money or quantity provided in this Schedule are to be entirely at the disposal of the Architect who may add to or deduct from same or make any alteration he thinks fit and any differences will be adjusted at the settlement of accounts. All Prime Cost sums specified shall mean the nett cash prices of the Article. Contractors are to add for carriage, profit and fixing. Contractors are to note that this clause will be most rigidly enforced and no other profit or discount will be allowed the Contractor or is to be demanded by the Contractor from any supplier, sub-Contractor or Merchant, in connection with such Prime Costs, with the exception of bona fide cash discount not exceeding 5%. Treasure Trove. Should any treasure trove, coins or objects of antiquity be met during the execution of the works they are to be most carefully uncovered and left undisturbed until instructions are received from the Architect and they are to become the property of the Benedictine Fathers. Price Variation. If after the date of the Tender on which this Contract is based, (a) the market price of any materials embodied in the works and included in the Schedule accompanying the Tender, shall be increased over the price current at the date of the Tender, the Contractor shall be entitled to be paid such sums as the Architect shall certify to be the amount of such increase;(b) the market price of any materials embodied in the works and included in the Schedule accompanying the Tender shall fall below the price current at the date of the Tender, the total amount to be paid on foot of the Contract shall be reduced by such sum as the Architect shall certify to be the amount of such decrease;(c) consequent on action initiated by workmen or Workmen's Organisations an increase occurs in the rate of wages current in the district over the rate current at the date of the Tender, or --- Page 6 --- if there was no such current rate recognised or prevailing in that district over the rate current at such date in the nearest district in which the general industrial conditions are similar, the Contractor has to increase the rate of wages of any workman employed on the works he shall be entitled to be paid such amount as the Architect shall certify to be the amount of such increase; (d) consequent on a decrease in the rate of wages current in the district below the rate current at the date of the Tender, or if there was no such current rate recognised or prevailing in that district below the rate current at such date in the nearest district in which the general industrial conditions are similar, the rates of wages of any workman employed on the works falls below the rate current at the date of the Tender below the total amount to be paid on foot of the Contract shall be reduced by such amount as the Architect shall certify to be the amount of such decrease;(e) consequent on an increase in wages under (c) above the Contractor has to pay increased premium for the Insurances under the Workmen's Compensation Acts he shall be entitled to be paid such amount as the Architect shall certify to be the amount of such increase in premium;(f) consequent on a decrease in wages under (d) above, the Contractor pays a decreased amount for Insurance premium under the Workmen's Compensation Acts, the total amount to be paid on foot of the Contract shall be reduced by such amount as the Architect shall certify to be the amount of such decrease in premium. The Contractor shall furnish such vouchers as the Architect may deem necessary to enable him to certify as aforesaid. Day Work. Day work will not be allowed except when in the Architect's opinion it is impossible to measure the work, in which case the Day Work Vouchers must be signed by the Architect or his representative and delivered by the Contractor at the Architect's office before the end of the week following that in which the work shall have been done. Local Labour. As far as possible all labour, skilled or otherwise shall be local. Time for Completion. Contractors are asked to state on face of their Form of Tender the time in which they are prepared to complete the work from date of commencement under a penalty of Twenty pounds (£20:00) per week. This will be an important factor in determining the placing of the Contract. Item The Contractor shall provide for maintaining the whole of the works in good order for a period of six months after completion has been certified and shall make good at his own expense to the satisfaction of the Architect any defects which may appear during that period. Item The Contractor shall be responsible for all injuries or trespass to any of the adjoining premises or buildings caused by or during the carrying out of the works and must make good same at his own cost to the satisfaction of the parties interested, he must also at his own cost, serve such notices on the owners or occupiers of such property as the law in such case directs and must take the liability of any neglect on his part to serve the aforesaid notices and must be responsible for obstructions to the public thoroughfares by the carrying out of the works. Forward --- Page 8 --- Brought Forward £ 10 - Item The Contractor shall provide suitable water closets for the use of the workmen and shall execute all necessary temporary plumbing and drainage in connection with same to the satisfaction of the Sanitary Authorities and at the completion of the works shall remove them with all offensive matter, completely disinfecting and deodorizing the surrounding soil, and to the satisfaction of the Architect. LSH 15 - Item Provide sheds for the proper storage of cement or other goods liable to damage by exposure and remove and make good on completion. Item Provide a proper Office where Drawings, etc. can be inspected and remove and make good on completion. L20 20 - Item The works are to be protected during frost, snow, or heavy rains as may be directed, with felt, etc. and if the Contractor neglects to protect them as he is directed by the Architect, he may do so at the Contractor's expense and deduct the cost of so doing from any moneys due to the Contractor. Item The Contractors shall submit their tenders for a gross sum which shall include all materials, workmanship, scaffolding, implements, hoisting apparatus, plant, carriage and cartage and all expenses incidental to the due performance of the several works as set forth in the Specification and shown on the Drawings and such further detail Drawings to their intent and meaning and in accordance with the instructions which from time to time may be given by the Architect and the rendering up of same in a complete state by the date agreed upon. L20H 120 - Item The Contractor shall, within one week from the completion of the works, remove all plant, surplus materials and rubbish from the premises and leave them in a clean and proper state throughout and shall maintain (Contd.) Forward £ 165 - --- Page 9 --- Brought Forward f 165 the whole of the works in good order for a period of six months after completion has been certified and make good any defects which may appear during that period to the satisfaction of the Architect. Item The Contractor is to afford all reasonable facilities whilst the Contractor works are in hand for the employment of other tradesmen and workmen and is to allow them the use of his scaffolding and ladders. Item The Contractor is to case up and protect work done by other tradesmen and be responsible for and make good or pay for the making good of any work which may suffer from want of such casing and protection. Item Each trade must attend on, cut away for and make good after all other trades and perform any work in the nature of jobbing work which may be required. Item The Contractor is to take entire charge of the building works from the commencement to the completion of same and he is to be held responsible for and make good all injuries, damages and repairs occasioned or rendered necessary to same by causes over which the Contractor shall have control. He is to take the proper precautions to prevent such happenings and to take all risks and to hold the Employers harmless from any claims. Item Provide all temporary plumbing, piping, cocks, storage, etc. in connection with the provision of water for the works. (See also end of Summary). Item Provide all watching and lighting required during the carrying out of the Contract. The Contractor shall be responsible for the safety of the buildings and all materials brought on the site. He (Contd.) Forward - 8 - f 165 --- Page 10 --- Brought Forward £ 165 - - shall take all necessary precautions and shall make such provision in his tender as he deems necessary to comply with this clause. Item Provide to cover cost of all other matters arising under the General Conditions of Contract. Item Provide the sum of One hundred pounds, (£100:0:0) to be at the Architect's disposal for Contingencies to be expended in whole or in part or deducted as he may direct. 100 0 0 AMOUNT FOR PRELIMINARIES AND CONTINGENCIES £ 265 - - FORWARD TO SUMMARY Pr - 9 - --- Page 11 --- EXCAVATION Excavation. All excavations shall be made to the depths and dimensions shown on the Drawings or as the Architect may direct. All surplus soil, etc. resulting from the excavations, is to be wheeled and deposited where directed at a distance of approximately 200 yds. from the site. The sides of all excavations shall be properly supported with good sound timber (or otherwise satisfactorily retained) which must be carefully removed as the excavations are filled in but removal of such timber shall not relieve the Contractors of their responsibility for the stability of the work. Should the dimensions of and excavation exceed those shown on the Drawings or ordered by the Architect or should these sides of the excavation cave in, the Contractors shall at their own expense fill and tightly pack such extra spaces with mass concrete or other approved material as the Architect may direct. Should the Contractors excavate to a greater depth than shown on the Drawings or ordered by the Architect they shall at their own expense make good the excess excavations in mass concrete up to the required level. If loose soil, bad ground or cavities are met with the Contractors shall excavate same to a solid foundation and shall fill up the excavation to the proper level with mass concrete to the direction of the Architect, for which work they shall be paid at schedule rates. The last 3" of all excavations in clay soil shall be left in situ until just before the laying of the mass concrete screed. This shall be removed by spades immediately prior to concreting and no movement shall be permitted over the prepared formation other than placing the concrete. Fill and Ram. Where filling in is required, this shall be carefully carried out in 9" layers, using selected material; and each layer shall be thoroughly compacted before the succeeding layer is deposited. Pumping. The Contractors shall make provision for and deal with all water which may find its way into the excavations from any source whatsoever and under any conditions of weather and shall excavate sumps, cut drains, form dams and provide and work all the necessary materials, plant and apparatus for dealing with any water which may find its way into the excavation. --- Page 12 --- *CONCRETE Cement. The cement shall be best Portland cement and must conform as to preparation, quality and chemical composition in every respect with the latest Irish Standard Specification. Storing. The cement shall be stored in bags on site in a suitable building affording adequate protection against the weather and moisture from any source. Any cement that is air set or damp set must not be used and will be rejected by the Architect. Sand. The sand used throughout the works shall be clean sharp sand from approved quarries, no other will be permitted without the express approval of the Architect in writing. The sand shall be free from clay, chalk, organic matter and other impurities. The sand shall be a mixture of coarse and fine grains from \frac{1}{8}" gauge downwards. Note: The Contractor's attention is called to Note on page 1 of this schedule regarding the presence of a suitable sand pit on the site. Aggregate. Coarse aggregate shall be composed of equal parts of clean river or pit ballast to pass and be retained on a \frac{1}{2}" ring. All material over \frac{1}{2}" to be screened out. The broken stone and gravel shall contain so much fine material as with the cement and the sand shall completely fill the voids. Slag or coal residue shall not be used with the fine or coarse aggregate in the composition of the concrete. Concrete. Mix "A" concrete to be composed of:- 1 part cement10 parts sand. Mix "B" concrete to be composed of:- 1 cwt. Portland cement.7 ft. cube aggregate. Gauge Boxes. All ingredients for concrete to be measured by accurate weighing. Mixing. All concrete and mortars shall be mixed in an approved mechanical mixer (if hand-mixing is adopted it shall be done in a manner approved by the Architect) and turned out on an impervious level floor and used before the initial set has commenced. Any mixture - 11 - --- Page 13 --- containing cement in which setting has commenced shall be removed to spoil. Water used in mixing concrete shall be quite clean and added in precisely measured proportion to the dry mixed materials so as to produce concrete with the least amount of water necessary to secure maximum strength when set. The slump test shall be frequently made to ensure this, using a metal cone 12" high, 8" at base and 4" at top. The slump shall not exceed 3". Transporting and Placing. Concrete shall be handled from the place of mixing to the place of final deposit as rapidly as practicable and by methods which will prevent the segregation or the loss of ingredients. It shall be deposited as nearly as practicable in its final position to avoid re-handling or flowing. Concrete shall be placed in its final position before setting has commenced and shall not be subsequently disturbed. Compacting Concrete shall be thoroughly compacted during the operation of placing and thoroughly worked and podged around the reinforcement or embedded fixtures and into the corners of all formwork. Ramming. All concrete shall be particularly well rammed. Any work in which vacuities show or by sounding appear to be latent, shall be replaced by new concrete. No quiring or making good by mortar will be allowed. Protect from frost. No concreting shall be carried out during frost when the temperature is less than 40° F. During cold weather the concrete shall be protected by sacking and straw. Protect from sun. During hot weather the concrete shall be protected by moist sacks. Concrete Blocks. Concrete blocks to be composed of gravel concrete Mix "B" as previously described. All blocks to be made by hand by the wet process only and shall be seasoned by stacking on wood pallets and watered twice per day (or three times per day if the temperature exceeds 70° F.). The date of each set of castings is to be marked on the pallets. The blocks shall not be larger than 18" long x 9" high x necessary thickness. All blocks to be absolutely square, plumb and having sharp arrises true to size and without twist and to be approved by the Architects. Damaged or cracked blocks or blocks with nibs cast on will not be allowed. All blockwork to be carefully laid and flushed up as the work proceeds. --- Page 14 --- Cavity Walls. Where cavity walls are formed of mass concrete inner rising walls, the cavity shall be 3" wide with the outer skin of \frac{1}{2}" concrete blocks in gauged mortar adequately tied to inner mass concrete wall with adjustable galvanized ties, 3 per yd. supl. Mortar droppings into cavity or lying on ties shall be cleaned out through holes left for that purpose. Mortars. The mortar shall be composed of 3 parts sand, two parts lime putty or three parts hydrated lime, gauged with 10% by volume with cement. Asphalt. Asphalt shall be Trinidad Lake or other natural rock asphalt and laid by an approved firm. It shall be manufactured and applied in conformity with the Standard Specification of the National Asphalt Mine Owners and Manufacturers Council and all asphalt blocks shall be branded with its Trademark. The Council warrant and guarantee from the Asphalt Specialists shall be required. Placing of Reinforcement. The reinforcement shall be so fixed in its position as directed by the Architect and as to prevent any possibility of distortion or displacement during the placing of the concrete and strutted as required. It shall not be nearer to the finished surface of the concrete as plastered in cement than 1" in slabs or \frac{1}{2}" in beams. Where for unavoidable reasons it is necessary to stop the laying of the concrete, care shall be taken to place the wire reinforcement to connect that in the concrete being laid with that in the concrete yet to be laid. Damp Proof Course. Damp proof courses shall be 3 ply pure bitumen on a scrim base, laid on a level quiring of mortar for the full width of the superimposed walling and with 6" laps. Formwork. All formwork for concrete shall be accurately and substantially constructed, true to line and adequately braced against deflection. It shall be watertight. The whole of the formwork for the suspended floor and beams over the Boiler Chamber shall be accurately butted at all joints with slab nails projecting into the concrete.
